Setting up an org-wide Team

We are trying to setup an org-wide Team for sending out emergency alerts and such like, with replies blocked so it doesn't get out of hand. I followed the instructions here :- https://learn.microsoft.com/en-us/microsoftteams/create-an-org-wide-team for creating such a team. However it doesn't work. It doesn't add any members or add global admins to owners. Have raised a ticket with 365 support but they said that the users have to individually join the team which kind of defeats the whole point of creating a dynamic org-wide Team. We want it to be enforced, not opt-in, and the article says nothing about it being opt-in anyway. Has anyone else been able to achieve this? Otherwise it seems that this article is completely wrong.

    Hi David, Thanks for your reply. Just to address your points:-

    Verify Licencing - all users have an E3 licence. Though this should actually be immaterial as the article states "Unlicensed users are also added to the team. The first time an unlicensed user signs in to Teams, they're assigned a Microsoft Teams Exploratory license."

    Check Team Settings - Not sure what you mean by this? I followed this guide here https://support.microsoft.com/en-us/office/create-a-team-from-scratch-in-microsoft-teams-174adf5f-846b-4780-b765-de1a0a737e2b and selected the Create org-wide Team option as i am a global admin. As far as i can see the permissions and settings are correct.

    Review Azure AD Settings - Checked and there doesn't appear to be any restrictions. Is all mostly default from when we first got the tenant.

    Retry Creation - did this with a 365 support agent and still didn't work. They then went a tried it, presumably in their test environment and they were unable to achieve this as well. Seems that this article is completely wrong or this feature does not exist!

    Contact Microsoft Support - have a ticket open with them at the moment. Thought i would would ask the community as well to see if anyone has actually managed to create an org-wide Team as there seems to be many problems with that article.
