Yes, you can sync your MS Loop notes with MS Planner. Task lists, like any other Loop components, are portable pieces of content that stay in sync across all the places they are shared. These tasks also sync with Planner and To Do, making it available for users to manage their tasks from the applications of their choice (https://support.microsoft.com/en-us/office/manage-your-tasks-from-loop-task-lists-and-collaborative-notes-in-planner-and-to-do-94383070-5f2f-4954-8607-7b7ebff5d43e).
You can create Task lists in Loop application workspaces and see them as a plan in Microsoft Planner. However, as per your requirement of having all tasks in the same Plan for every recurring occurrence, currently, it seems that every instance of the meeting creates a new plan in MS Planner. There might not be a direct way to continue adding tasks to the same Plan for each recurring meeting.
As an alternative, you could consider manually moving or copying tasks from the newly created Plan to your main Plan after each meeting. This way, you can keep all tasks in one place.
