Disable camera by default for all meetings and video calls

When I google the above subject, all I get are results showing how to disable the camera for each meeting, while joining or after joining. I would like the default to be that the camera is disabled for all meetings and video calls unless I enable it while joining or after joining, even if I enabled the camera in/for a previous meeting.

Is there a setting for this?

I join both via the Teams web app and the Teams desktop app.

As of mid-2023 (https://superuser.com/questions/1801519), the answer seems to be know, but that's a long time in IT years.  The solution to physciall cover the camera doesn't meet my caution requirements because I may forget to restore the cover after a meeting.

    Settings is not under profile picture as you state

    Mine is beside (to the left of my picture) under Settings & More

    Under Devices and under Camera there is no Toggle that enables automatic camera activation

    Please help

    Unfortunately, I don't seem to have the controls in your item #1. I've attached an image. The settings on the left is from the Teams web app, which is missing the "Devices" tab. The settings 2nd from the left is from the Teams desktop app, which has a "Devices" tab, but the "Camera" section doesn't have an option that enables automatic camera activation. Descending into "Open camera settings" shows some hardware calibration parameters.

    Regarding item #2, that is what I do now, but I sometimes forget due to hecticness.

    Regarding item #3, I am not in control of policies that control camera settings (or policies of any sort).

    I appreciate you weighing in anyway!

    Regarding option #1, I also don't have that setting.

    Not sure why this was done. I use my camera for Windows Hello (works great) but now I have to worry about it for Teams. Most calls I don't need or want to use the video. So, it will cost more time and lead to frustration.

    Unfortunately, as of 2025, Microsoft Teams does not have a built-in setting to permanently disable the camera by default for all meetings and video calls. However, you can prevent Teams from automatically turning on your camera by adjusting your settings:

    1. Disable Camera in Teams Settings: Open Teams and click on your profile picture. Go to Settings > Devices. Under Camera, toggle off the option that enables automatic camera activation
    2. Manually Turn Off Camera Before Joining: Each time you join a meeting, ensure the camera toggle is off before clicking Join.
    3. Use Group Policy (For IT Admins): If you're in an organization, IT admins can enforce camera settings via Microsoft Teams Admin Center
