I had the same issue and had done the removal of the AirPods, reinstall of them and Teams, etc., but was still having issues, until I stumbled across a subreddit from a few years ago. I'll post the link, but I know MSFT likes to blank URLs that aren't MSFT owned.

1.) Open Device Manager and uninstall any devices with a name of your AirPods in the following sections: "Audio Inputs and Outputs" / "Bluetooth" / "Sound, Video and Game Controllers"
2.) Remove AirPods in Settings>Bluetooth & devices>Devices
3.) Restart your computer.
4.) Reset your AirPods (Open the case and hold the button on the back until and amber light comes on and then goes white again - About 10 seconds)
5.) Pair your AirPods with your computer again
This worked flawlessly for me with a pair of AirPods Pro Gen 2 (USB) (2023). Running on Windows 11 Enterprise Version: 23H2 (Build 22631.3737)
