Try running MsTeamsSetup.exe as administrator. That worked for me.
Uninstalling teams does not help.

I can't update the desktop app on teams. It has me download it and when i launch the download exe it brings up the same screen saying I need to update and click to update which take me to the website to download the app which I then launch and restart the loop

I've struggled with this for months and finally figured it out. When you click on the update button and update Teams, the app restarts, right? I only now figured out that it restarts the old version that's still on my computer – in the end I had like 5 MS teams installed. Manually go to your applications folder and look for the newest version because the installer will open an old version and keep you stuck in the loop. Once I manually deleted all old versions and went to seek out the new version I had just installed, it was fine and fixed.
Naturally I assumed that the installer would open the newest version but it just didn't. It kept opening the old 'I need an update'-version and keep me stuck in the loop.
It really took me months to figure this out so I hope it helps someone. There's so many threads about the update loop that never get resolved.

Please manually uninstall all versions of Teams except for the unified Teams app. This includes the classic Teams app and the separate Teams for personal use app. If you are using an older version of Windows 11, please upgrade to the latest version. This will update the Teams app and remove the Chat experience.

Ah indeed, right click > run as administrator does work. HR Tschudi you're a hero.
I had this issue when I got a "new" laptop from work. The way I got Teams out of the loop, was through Outlook. I clicked on a button that said "Share to Teams", and it prompted me with "Do you want to use the new Teams?". I clicked 'Yes' and then I was able to load Teams.
