Can we have dummy users on our Organization Domain and assign Teams license to them?

Dear Experts,

I am from Training center. We would like to use the latest Copilot MS Teams Interpreter agent for the language barriers we encounter. We have ipads for the participants and they change every week.

Since the copilot license is add-on, I cannot assign to my participants who are not from my organization. So is it possible to create 50 Dummy Users within my Organization Domain and assign only Teams license and this Copilot license?

Does Microsoft allows / supports this creation of dummy users and assigning/purchasing Teams license ?
