I am sorry that you are experiencing this issue.
• Did you check your default camera application, are you able to view your picture on the in-built camera app without flickering?
If you are experiencing issues only with Teams (New) application, the problem could be with the Graphic drivers. You could try these suggestions one by one and check if it helps.
Before troubleshooting, make sure the Teams app is not running in the background. You can disable it from Task manager.
- Clear Microsoft Teams cache files:
a. Close Microsoft Teams completely (make sure it's not running in the background).
b. Press the Windows Key + R to open the Run dialog box.
c. Type %appdata%\Microsoft\Teams and press Enter. This will open the Teams app data folder.
d. Select all the files and folders inside this folder (Ctrl + A), then delete them (you may want to back up important files first).
e. Restart Microsoft Teams and try signing in again.

- Ensure that you are using the latest version of Microsoft Teams. Outdated software sometimes crashes . Check for updates in your app store or download the latest version from the official Microsoft Teams website.

- If you are still experiencing issues, download and install Latest updates for Windows and update graphic drivers.
To install updates- Go to settings > Update and security > Check for Windows update.
To Update graphic drivers - Open device manager > Display adapters > Right-click the drivers and click update drivers. Once installed, restart your PC. If there are no available updates,
• Go to the PC manufacturer website and install the latest version of drivers for your graphic driver.
