
Same issue with ODT version 16.0.15028.20242 and above, an older version should work fine:

Hello! Need some help - I can't download and install classic version of Visio from Office365, so I tried these steps: found Office Deployment Tool and running: setup.exe /configure configuration-Office365-x64.xml:
"Command not supported - we're sorry, we can't continue because we weren't able to download required file."
Here is my config-file:
