You can't download Edge Legacy alone as it's a part of Windows. Edge Legacy has different versions according to different Windows OS build.
Edge Legacy 42.17134 is in Windows 10 version 1803, OS build 17134. If you don't install this version in your machine, you can use a VM with such version so that you can test with specific Edge version.
