Office: 0xc0000022 error

Problem:

I got the following message when starting Office applications:

The application was unable to start correctly (0xc0000022). Click OK to close the application.

Question:

What do I need do to to be able to use Outlook?

Background:

I'm installing a new computer (Windows 10). On it I first installed Office 2016 Home/Student, but as it did not include Outlook. I did some rewiring of Hard disks, and as a result Office 2016 Student did not start any more. I deinstalled it. Yesterday with the help of someone from customer support I installed Office 2016 Business, with Outlook.  Today I wanted to start Outlook to read my mails, and got the above mentioned error message.

The issue was with all Office programs.

I added a second HD and busted the 1 HD (ATA?) connection from the motherboard. I had to plug HD1 into slot 2, and I think I plugged HD2 in slot 3

E.g. ATA Slot configuration on motherboard:

3 - 2

0 - 1

I followed the above mentioned repair manual, and after the quick repair that did not work, I succeeded after the online repair. I've downloaded my mail, and started Excel.

    After booting my system today I got the same "The application was unable to start correctly (0xc0000022)" error. I started the online repair tool again, but it would be a problem if I need to do this each day I start my computer.

    I'm having the same problem with Office 2016 and would appreciate some assistance.  If I have the wrong forum, please give me the correct one.

    I have a Dell that was just upgraded from Windows 7 Pro to Windows 10 Pro.  After the upgrade to Windows 10 Pro, I uninstalled  Office Professional 2007 (32-bit), and ran MicrosoftEasyFix20052.mini.diagcab to remove all traces of the 32 bit version.  I then tried to install Office Professional 2016 (64-bit).  I had trouble installing the 64 bit version, so I installed the 32-bit version.

    It's not working properly.  I keep getting an error message saying the application is unable to start correctly (0xc0000022).

    I have tried using the quick fix and the online fix in Control Panel/Programs, but that never works.  I've had to uninstall and reinstall twice now.  The reinstalls temporarily fixed the problems, but it has now stopped working again.

    I have now had to resintall it a third time, and the problem is fixed.  Is that a new feature of Office 2016, that I have to reinstall it every week?  LOL/not so much!

    Any suggestions?

    Thanks for your response.

    You may restart the computer in Windows Clean Boot and then try opening and check if it helps.

    Note: Ensure to restart the computer to normal mode (Step 3 in the above link) once the troubleshooting is complete.

     Before we proceed, I would require more information to assist you better.

    1. Is the issue specific to Outlook? What happens with other Office applications?
    2. Please elaborate the sentence ‘I did some rewiring of Hard disks, and as a result Office 2016 Student did not start anymore.’

    Let’s repair Office 2013 installation and check if it helps resolve the issue.
