Could not change from hotmail.com.hk alias to outlook.com alias

In my hotmail.com.hk account I had created an alias in the domain outlook.com.  Now I would like to switch my primary alias from hotmail.com.hk to the alias in outlook.com format.  However there is a remark under my primary alias of hotmail.com.hk which says "organization polices prevent you from changing this primary alias". This means I will never be able to migrate from Hotmail to Outlook account. I want to resolve this and use my alias in outlook.com as my primary alias.

    Hi Philip,

    Please be informed that, if your primary alias ends in @hotmail.com, @msn.com or @live.com, and you change it, you won't be able to make it primary again.

    I would suggest you refer to Raymond P. suggestions from this link.

    Hi Philip,

    From the error message ‘organization polices prevent you from changing this primary alias’, it seems that your domain administrator might be preventing you from changing the alias. I suggest you to contact your domain administrator for further assistance with the issue.

    Dear Harshavardhan,

    As I want to do a migration to Outlook, I do not need to change back to hotmail.com.hk again after the migration. So I just need a one time change of my primary alias from hotmail.com.hk to the outlook.com alias created there already.

    Please give me a direct link to Windows Live Support as the above link did not bring me there.
