safe sender / allowed list some are still caught in quarantine

We get business notifications about customers all day long, we need to respond to these customers asap.

We have the domain of these emails setup in the Admin Allow list and the individuals safe sender lists and they are still getting caught in quarantine.

Since adding them to the individual safe sender lists, some are coming through, but we're still seeing some get caught in quarantine.

What else do we need to do to avoid this from happening. We NEED those email right away so that we can respond to customer right away.

Most users are on the Microsoft 365 Kiosk email, one user is on the Exchange P1 email.

Some are using OWA and some are using MSOffice Outlook 2010 or 2012.

Any help or suggestions would be greatly appreciated.

update:

I may have figured something out, as a fix for my quarantined emails.

I created a new Transport Rule;

I used "The Senders email address uses any of these words";

I used the last word in the domain name before the ".com", instead of the whole 'domain name'.

I did a "Message Trace" for the users having the issues and they appear to have gotten a couple of the critical emails through.

I will have to monitor it for a couple of days to see if it keeps working.

    Chris,

    They are still going to quarantine.

    When we release them from quarantine, we're releasing them as "false positives' (first)

    We've added the domains to the Admin "Allow List" (second)  and I had the affected users add the domain to their "Safe Sender List" (third).

    Yesterday I added 4 IP addresses to the Admin "Connection Filter" (fourth).

    These emails used to come through OK, just in the past week to two weeks it started to happen; I don't know if Microsoft tightened things up or our sender has changed something to get caught.

    What else can we do?

    2.  Run message trace to search the email delivery status and provide the result. Sign in to EAC(Exchange Admin Center) -> mail flow—message trace. Specify the time, sender and recipient. Click Search.

    Thanks for your reply,

    I've checked and added 4 IP addresses to my connection filter. I will now see what happens tomorrow to our emails.

    I have a transport rule, it was setup to by-pass spam filtering for that specific domain name, but it didn't seem to be working.

    Hi Schmitz,

    From the description, I understand that the emails are wrongly marked as spam and went to the quarantine even if the sender is added into the safe sender list.

    You can refer to the following article to prevent false positive emails marked as spam:

    Moreover, please check to see if there is any transport rule which redirects the emails sent from some specific senders to the quarantine by signing to the EAC > mail flow > rules. What’s more, you can also create a transport rule to bypass spam filtering for a specific domain or user. Here is an article for your reference:
