Hotmail is in chinese

My emails themself are in English but the toolbars like to delete or forward are all in chinese I can't figure out how to change this. When I scroll down it says it's in English. Anyone else hanging this problem or know how to do fix it?

    • Which device are you using when accessing Outlook.com?
    • Have you tried using a different Internet browser? If yes, are you experiencing the same problem?
    • Have you tried accessing a different website? If not, we recommend accessing a different website and check if the toolbar is in Chinese?
