For your issue, please go to File->Options->Trust center->Trust Center Settings…->Email Security, and ensure that the “Encrypt contents and attachments for outgoing messages” and “Add digital signatures to outgoing messages” is unchecked.
Meanwhile, to better know about this issue, may I confirm with you the following information?
- Are you trying to send the signed or encrypt emails? If so, did you acquire a certificate for your accoount and set it on Outlook client?
- What’s the type of the account? Is it an Office 365 account, POP, or IMAP?

By the way, if the Outlook client isn’t in the latest version, to get better experience, you may try to update it via File->Office account->Update Options->Update Now.
