Outlook.com Contact / People Profile Pictures not Syncing to iOS or Android

I have always used outlook.com, and regularly update my contacts with profile photos via the windows 10 people app. These always used to sync to my devices (Android and Apple both signed into outlook.com via AES). A few months ago, the profile pictures stopped syncing go my Android phone and iPad, seemingly out of nowhere.

I know that these photos are being uploaded to the outlook.com server because i can verify that the pictures update on my outlook.com people section, but they no longer sync any photos to the indicated devices at all. 

Perhaps this has to do with the new outlook.com rollout? Either way, i want my contact profile pictures back! I always used to be able to use these and now i cant find anything on it.

Both signed into outlook.com email/calendar/contacts via AES and the servers recommended on the outlook.com settings page.

    Unfortunately not, nobody wants to address this. I've been transferred to Microsoft Office support only to be redirected to an outlook.com support to then be redirected back to another random support group that has been no help whatsoever. I have had my microsoft account for probably ~10 years now, so it has gone through the messenger days, the and the days where the outlook.com people app supported including contacts from 3rd party services (skype, twitter, facebook, etc.) and now that they have removed these services, I firmly believe they have created a mess with the legacy accounts, because these services were not properly removed. I still have groups in my outlook.com people app for Messenger and twitter accounts and there is no way to get rid of them on the consumer end, and no one is willing to help on the back end. 

    I went so far as to create a brand new "test" microsoft account and set it up on my phone using the same methods previously outlined, and it worked perfectly fine. Profile pictures synced down with no problems whatsoever. I honestly just think Microsoft is too lazy to fix the mess they have made with existing accounts, because no one is willing to help, and this obviously isn't a one-time thing.

    Also I specifically didn't use the outlook app for android for that very reason. I didn't like that the outlook team couldn't be bothered to include profile picture support (even though there are many requests for it on UserVoice). I was using the stock email client that came with my phone. It just stopped downloading profile pictures one day (it previously had been able to download the profile pictures). This came right about the time my account was upgraded to the "new" outlook.com, so I still firmly believe this is a backend thing that Microsoft is being too lazy to fix.

    For us to identify what is causing this issue, we need to verify some information. Please answer the following:

    • When did you first encounter this issue?
    • When you say, **both signed into Outlook.com email/calendar/contacts via AES,**are you referring to the Exchange ActiveSync mail server?

    Thank you for providing the required information. Let us perform some troubleshooting steps to isolate this issue. We suggest that you try removing and re-adding the email account and check if this will help. If still the same, let us check the photo file size. If the photo is too big, when a sync is triggered by updating a photo in iPhone or Android, it deletes the photo on the other device. We suggest that you try to resize or crop the photos on your devices.

    Let us know if there's any difference after performing the suggested steps.

    Hi, thank you for the response:

    • I first encountered sync issues with profile pictures around 6 months ago (approximation). I had reset my android phone and set it up again. I believe this was after I had been migrated to the "new" outlook.com, and upon setting up my account in my phone again, I had to go to some setting on outlook.com to allow integration with the 3rd party app (they wanted me to use the outlook app on my phone instead, so I had to opt in to use 3rd party integration). Always had problems after this point.
