    Hi msoffice8012,

May I confirm whether you want to insert the HTML file to into Outlook and send to recipient?

Generally, you can refer to this article to change email format: https://support.office.com/en-us/article/change-the-message-format-to-html-rich-text-format-or-plain-text-338a389d-11da-47fe-b693-cf41f792fefa, and make sure the format is set to HTML.

Then, please try to open this HTML file directly via IE 11.0, Ctrl+ A and Ctrl+ C to copy it, then paste it to Outlook to see if issue persist.

Please also try to update Office client (Outlook->File->Office account-> Update options->Update Now), if issue persists, I’d like to collect the following information so that to better understand your issue:

    1. Could you please provide more description about how the Outlook can’t send HTML email? If you send it to recipient, it couldn’t show the content?
    2. Whether you want to insert an entire HTML file to Outlook? If so, whether this HTML file created via external HTML editor?
    3. Whether this HTML file including links, and images which saved on your PC client or host on a server?
    4. Please provide a screenshot of Outlook full version number to me for checking.

    Thanks,

    Anna

    Hi msoffice8012,

Is that means, all recipients can’t receive your entire emails, if you send plain format, or rich format, issue persists?

Whether your account is Office 365 account? If so, I’d like to collect following information to scope this issue:

    1.  Whether you can locate these sent emails in your Sent Items Folder? You may let any recipient to see if emails send to his junk email or spam folders.

    1. Did you receive any non-delivery report? Are you able to send emails to internal users, or both internal and external users can’t receive your emails?
    2. You may let admin help you to run messages trace and see the detailed messages trace results. Generally, the results including delivery status: https://docs.microsoft.com/en-us/exchange/monitoring/trace-an-email-message/run-a-message-trace-and-view-results. Please check whether you can find these emails and view messages details.
    3. How long have this issue been occurs, did you perform any configurations prior to this happening? Do other people in organization have the same issue? Please login Outlook Web App and send a test emails to see if recipient can receive it.
    4. Since issue may be related with DNS records, please let your admin check whether all DNS records of customer domain needed by Office 365 have been set up correctly: https://support.office.com/en-us/article/external-domain-name-system-records-for-office-365-c0531a6f-9e25-4f2d-ad0e-a70bfef09ac0?omkt=en-US&ui=en-US&rs=en-US&ad=US, https://support.office.com/en-us/article/gather-the-information-you-need-to-create-office-365-dns-records-77f90d4a-dc7f-4f09-8972-c1b03ea85a67#ID0EAADAAA=Step_2

If not, please check email web version and try to send email to see if recipient can receive it, at the meantime, check your account configuration, especially Outgoing servers and ports.

    Thanks,

    Anna
