Junk mail already flagged?

I asked this question a while back, but the scammers, it seems, were the ones answering me.  However, I still have the problem and it seems to be getting worse.  From Nov. 7th through the 11th, I received close to 400 messages in my junk mail.  Three of those days, All my junk mail was flagged and there were over 250 plus, so I started a new folder to move them into.

So my question is, does anyone know why these messages are coming in pre-flagged?  When I first asked, they were marked with an exclamation and flagged, but I assume the system is changed now to just a red flag?  I have read more than a few people asking the same question as I am.  And I realize the questions were maybe lost during the scammer problem here. So, I wanted to ask again if there was ever an answer to this problem?

    Hello Barb,

    I understand that you are having an issue with Outlook.com as your junk e-mails are labelled by flags instead of delivering it into Junk Email folder. I know how annoying this is and I wouldn't want it to happen to me either.

    In order for me to effectively troubleshoot this issue with you, I need additional information from you:

    1. Do you setup your Outlook email account on any email clients/devices?
    2. Do you recall undertaking any recent change that could possibly result in this?
    3. What are the troubleshooting steps have you taken thus far?

    Just an overview: E-mails in Outlook come as pre-flagged if they are set as High importance.

    They should not, however, be exempted from the purview anti-spam filters unless inbox rules override them.

    Here are some of the things that you can do about it:

    1. Mark the e-mail as "Junk"
    2. Add the sender address to blocked senders list
    3. Do not interact with the content in the e-mail
    4. Use inbox/Sweep rules to manage spam

    If you have setup your email account on other email clients/devices, you need to replicate the 4 aforementioned things on those devices as well.

    It's usually because the spammer flagged them, but when they do, its usually just a few messages here and there, not every message. It sounds more like a bug in the filtering process. Is it still happening? If it is, I'll mention it to the product team.

    Thank you for your reply.  I was just browsing and saw multiple questions about the same problem.  I think maybe Microsoft forums haven't seen the size of the problem because it is hard to find where to place the question.

    @ Sutharsan, thank you for your reply.  One thing I should note is that my address is still under 'hotmail', but it appears to be Outlook for all purposes.  Also, in your reply, it looks like you may have thought I said these pre-flagged messages were in my inbox.  They do however come to my Junk mail.  To answer your questions (if I understand them correctly)  1.) No, I have not set up my email on any other devices then my Windows 7 PC, and my iPhone.  2.) The original problem I noticed sometime in September. But I was one of the people who was caught up in the scammers found here. So, that is the only changes I have seen.  3) I haven't really done any troubleshooting about the problem because, once I realized I was being scammed I started trying to find an actual Microsoft Support person.  That is when the virtual assistant here gave me a phone number to call that I assumed was MS Support. Unfortunately it turned out to be a scammer that I paid $500 to find and fix all the problems in my computer, and put in 'the best security program Microsoft has'.  Since then I have been battling with Paypal to refund what I paid a scammer.  That has been ongoing since October 4th.

    I did manage to find the Block Sender option and used it a few times, but we are talking about hundreds of junk messages pre flagged.  I never open any of these emails.  And the ones that sneak into my inbox, I either mark as spam or send it to whatever place it was trying to make me think it was valid. 

    I have not though, checked my setting for my mail. Thank you for the reminder. I'll take care of that soon.  Also, I will check out the references you sent.  Unfortunately, this problem is more prevalent than I think MS Support realizes.  I have seen at least a half dozen people asking the same question, but in different groups and sub-groups.  It's a bit difficult to find the right niche for this problem.

    The messages are going into the Junk mail folder, correct? (I want to make sure I have the details down before sending a message to support- because they will ask. :))
