Error 554 5.2.0 STOREDRV.Deliver.Exception

A user is getting this error for 4 recipients to her email saying that it cannot send. I tried disabling the "Clutter" folder to no avail. Here are the headers.

    Hi Zack A. Rose,

    Based on the Non-delivery report (NDR) you provided, it seems that the mailbox is on litigation hold and has exceeded the Recoverable Items quota. Given your situation, I suggest you can try to increase the Recoverable Items quota for mailboxes on hold and check whether it helps. The detailed steps you can refer to the following link:

    If it doesn't work after you tried the above steps, to better help you, I need to collect more information for further investigation.

    1. How did you send your email? (from Outlook desktop client or OWA)
    2. Are there any large size of attachment in the email? if yes, What's it's size?
    3. Will this issue occur to other users in the same organization?
    4. Does this issue happen to all recipient or just these four recipients?

    Hi Zack,

    Judging from “Remote Server returned '554 5.2.0 STOREDRV.Deliver.Exception:MessageSubmissionExceededException.MapiExceptionMaxSubmissionExceeded; Failed to process message due to a permanent exception with message Cannot save changes made to an item to store.”, it’s likely that this email failed to be sent due to exceeding email limit.

    Please check if the email exceeds the limit on email size, attachment size, etc. You can find information about Exchange online limits from https://technet.microsoft.com/en-us/library/exchange-online-limits.aspx?f=255&MSPPError=-2147217396#Mailbox%20folder%20limits.

    If you don’t find anything wrong related to the limits, you’re welcome to provide me with your message file and message trace report (admin required) for analysis. Also, please help confirm two things:

    1. Do this issue occur to specific sends or recipients?
    2. Is an email of small size deliverable to those recipients?
