We have enabled and deploy the Report Message Add-In a few months back for our Exchange Online users. The add-in was successfully installed to uses Outlook (Outlook 2016) and seemed to be working without any issues.
As of recent, when a user attempts to submit a message as spam, Phishing, Not Junk, it does not work...
The email message will show a status of "Report message is working on your request" and never process it. However, if we go into OWA and perform the same steps, it appears to work.

This is the outlook add in that is deployed via O365 Serves & Add Ins.
Running Outlook with Cache-mode off appears to work as well via OWA. However the following two alerts show up in the message while its attempting to process:
First message....for a brief second
Followed by.....
And the message was removed from the inbox and moved into the Junk folder.
As for disable the Outlook add-in....we have it being deployed to "Everyone" via O365 Services & Add-ins

So the issue only happens to one specific user in his Outlook desktop client now. Regarding to this issue, I suggest you try the following methods to see if it helps:
If the issue persists later, I want to know the version number of the user’s Outlook client. Go to File->Office Account and capture a screenshot of the interface. Make sure the Outlook version is the same as the unaffected ones.

Does It work better if you run outlook as administrator?
Hi - having the same issue. Suggestion for running as admin did not help.
Same exact thing. Hit 'report' - 'report message is working on your request' at the top of the message in Outlook behind the report window.
Never goes away - never gets reported. You can close the 'report' action window - immediately go into OWA, find same message, 'report' and it works immediately.
