Switching primary email for Microsoft account - This is already part of your security info.

I used my gmail email to set up my microsoft account.  I recently switched to an @outlook.com email.  I'd like to make that my account's primary email.  Every time I try to add it, I am getting This is already part of your security info. message.  How do I make the switch?
