How do I change the language of communications I receive from Microsoft?

I felt that I need to ask this question myself as this issue has been troubling me for a long time. I keep getting emails from Microsoft in Chinese, like many others here have faced. A screenshot below to show what I am exactly facing.

I would really like to know where is a place where I could change this language of the communications that I receive from Microsoft. Unfortunately, it also seemed that many moderators have been unable to answer this question adequately. Always, the moderators suspect that the user's country and time zone are set incorrectly.

However, that is not the case for many, and it is also the same for me. My country and timezone is set to Singapore, as seen in the screenshot below. If you are not familiar with Singapore, the primary language spoken in Singapore is English.

I really hope that there would be a moderator whom can answer this question which has been troubling many users once and for all.

I just found a setting i never saw before. Made some changes and let's hope it works for me. If you guys wanna try,  follow this address "account dot microsoft dot com " and click on "Your Info" tab and then  "Profile" tab.  I found the wrong language set there, so hopefully it cascades down to whatever database they track language of communication. You may have to change the language to a wrong one, then the one you want. Example: if you want language A, but profile shows language C, set language to language B, save and lastly set language to language A and save.

    Same issue here.

I created my account in China long long time ago. And I moved to US a few years ago, and I already updated all the information in my account settings. Not working at all, still got emails from Microsoft in Chinese, annoying.
