Managing personal Outlook.com account settings, security, and privacy
Hello massiniezcurra
This is a long-running known scam. FWIW, I've rec'd some 650+ of these since Aug '2018 - none of which were to any of my Outlook.com email accounts. There has been a resurgence of these messages in the last few days. It will eventually settle down and then, no doubt, raise it's ugly ahead again in the future - this stuff comes in waves.
Please keep in mind that <From> addresses can be "spoofed" and given that countless thousands of these messages get sent out, I find it highly unlikely that these messages are going through Microsoft servers. However, if the <From> address comes from a Microsoft email property (Outlook.com, Hotmail. com etc) - you can report it as described in the following article under the section <Abuse and Spam Reporting>
Policies, Practices, and Guidelines

Personally, don't think anything would be accomplished by reporting these at this point. The source of the problem is that your email address was harvested by a hacker who breached a data base on a website you where you used your email address to subscribe to something. That database gets repeatedly sold to other hackers/spammers on the dark web.
You can check to see if your email address comes up on a breached database on the following website created/run by Microsoft MVP Troy Hunt.

*** what you really do want to do is make sure that you are not using the same email address/password combination on other sites (i.e. Social Media, Facebook, Paypal, Amazon etc) and if that password is still one you're using - make sure to change it immediately. Not a question of <IF> a hacker will test your account(s) - just a matter of <WHEN>
