If you do not have access to your security information (recovery email and phone number), the only way to recover access to it is by submitting the recovery form.
To recover your account, I recommend that you follow the instructions indicated in the article that I will link below on how to fill and send the recovery form again. In this article, you will also find more information about these types of situations. I suggest it because, perhaps, you did not have access to these tips and instructions when you tried to recover your account previously.
