I have same problem with Outlook 2019 not being able to use Pop3 to download my Hotmail emails (ALL 3 Hotmail accounts in the household). Microsoft Technical told me it was my PC and after 2 hours of remote access told me that there was nothing wrong with my PC and to contact Outlook.com. They replied saying it was nothing they could do as it was Microsoft Technical that needed to be involved (I did tell them I had had 2 hrs with them - but they ignored that). It appears that anyone using Pop3 for Hotmail accounts can no longer do this as they have changed something - I have been told this has been escalated now, so fingers crossed they will fix it.
POP settings for Hotmail
For several years I have had no problem accessing Hotmail emails through Thunderbird using POP protocol.
As of yesterday January 13th, I can longer do this. Also, have a similar problem with my mobile phone.
Saying username or password not valid.
IMAP seems to work OK so that's not the problem. However, for my own reasons, I should like to stick with POP.
Any suggestions as to what might have happened or a fix for this problem?
I have tried the following servers:
pop3.live.com (which was working until yesterday).
pop-mail.outlook.com
outlook.office365.com
All with port 995
Outlook | Web | Outlook.com | Settings

2021-01-16T18:55:53+00:00 Further to my post earlier today, my hotmail account now appears to be working with the original POP settings.
So I don't know what has happened but I hope others will have equal success.

But it is clear from this and concurrent threads that this is not a third party problem. Although I have Thunderbird on my desktop I did report in my original post that the exact problem occurred on my mobile phone at the same time and I do not have Thunderbird installed on it. Could you please concentrate on the Microsoft aspect of this situation.

Thank you for posting your concern here in Microsoft Community. Based on your post, we understand that you're having issues accessing your Outlook.com emails via Thunderbird email client using POP setting. Allow us to check this further and get this addressed.
One possible reason why you're experiencing this on your end is due to the POP access being disabled in your Outlook.com account. To manage this, let's try enabling POP access by following these steps:
- Select Settings > View all Outlook settings > Mail > Sync email.
- Under POP and IMAP, select Yes under Let devices and apps use POP.
- Select Save.

And just to confirm - it was working just fine until a couple of days ago.
(I have made no changes to the computer but, as I said, this also is an issue on my mobile phone now).
