Hello, Marytime I will be happy to help you find a solution.

In this case, I recommend that you follow these series of steps so that you can achieve the change you want:

    • Open Settings from the Action Center or the Start menu.
    • Select Time and language.
    • In the menu on the left, select Region and language.
    • Select the United States from the Country or Region menu.
    • In the languages section, select Add a language.
    • Find and select English and then English (United States).
    • Once you return to the Region and Country menu, click English (United States) and select Set as Default in the menu window that opens.
    • Select English (United States) once more and select Options.
    • In Language and voice options, tap Download. - Wait for the language packs to download.

    Select Options under voice.

For Voice Language, select English (United States).

    • Under Text to Speech, select Microsoft Mira Mobile.
    • Restart.
