Emails already flagged when receiving it

Hi, 

I repeatedly get emails that shows up in inbox or spam folder that is flagged for follow up when receiving it. For those goes into spam I guess it's okay. For the ones goes into inbox, this is disturbing because those emails are all spams. I don't have any rules set up to flagged emails. Does hotmail allow sender to send email with flags? 

I checked the thread in this question but not helpful. Those spam changes email all the time, I cannot create sweep rule for each one. Best I can do is to mark those email junk. But I believe sender should not have the ability to send out email with flag in the first place.

    Yes, flags can be set by the sender. You can create a rule in Outlook on the web to delete or junk mail that has a flag. If you are sure friends won't flag messages they send you, have the rule delete the mail.
