Regarding your issue, currently Outlook app for ios and andriod does not support HTML signatures which are required for an image in a signature to show.
The mobile app uses plain text and probably converts the image in your signature to a plain text format.

This is true for the web browser version of outlook as well, quite archaic in this day and age, especially when paying for a subscription.
