When you send an email attachment, the attachment has to be encoded as text.
This adds 33 1/3 % to the size.
That would make a 21 MB attachment be 28 MB during sending and receiving.

Where can I see the exact size of an email (not just the attachments)?
The Size column and the File > Properties seem to be understated.
I'm sending a mail with a 24MB attachment (the Subject and body are only a few characters) to another system's mail server but it is being rejected. In Outlook, what is displayed as email size is 22MB. But I was informed by the target system's support agent that it may have exceeded their system's maximum of 30MB email size.
So to test what they said, I sent an email with a slightly smaller attachment, 21 MB. In Outlook, the email size in the Sent items list displayed is 21MB. This time, it was not rejected. When I asked the receiving mail server's support team what the size of the email is, I was informed the email size was 29.5MB that's why the mail was not rejected.
To further test, I sent the exact email with 21MB to my outlook mail. When I received it, the value displayed in the Size column of the Inbox and in File >Properties of the message is also 21MB.

Hi Leomar Cortez,
Thanks for choosing Microsoft Community.
Based on your description, I know your requirement.
If you want to see your email size, you can click the email you want to see. Then click File>Information.
If you see the email size you sent is normally(not 29.5MB), please be kindly to delete the attachements and only send the emails to the same people and let them see the email size.
Since you said that you send the same emails to your another account, the size is normal. So please check whether only some specific people will encounter such a situation. You can try to send the same emials to some other people and check whether the emails they receive will be bigger.
If there is any update, please feel free to let me know. Your understanding is highly appreciated.
Thanks for your precious time. Have a nice day.
Best Regards,
Katherine
