I have attempted to make a new Outlook account and a new Office 365 account upwards of ten times. I cannot pass the robot check where I am prompted to "flip the picture" to the correct orientation. No alternate option is given for those who are visually impaired, either. This is entirely ludicrous and impossible to pass through.

Ok - figured it out. I tried this in Chrome and got the stupid turning stuffed animals (or whatever they are). If you create the account in Edge it will give you a more reasonable captcha that you can go through. Mine was finding pictures of cats.

Im having the same issue and its geniunely driving me insane ive redone it for an hour now its IMPOSSIBLE to pass the images are so unclear and when ive taken THIRY MINUTES to pass one test and get them correctly up over and over it keeps saying its wrong this is horrible whoever implemented this onto their system needs to be fired
Use Chrome browser in your Android phone, there it shows a different kind of captcha, requests you to select the koala face out of 6 different pictures. That is how i created this account

There are many, many people reporting the exact same thing, it is a bug, which hopefully Microsoft will fix.
In the meantime, if you have a different browser installed on your PC, try using that, some people are reporting that will allow them to get past the 'I am not a Robot' test.
