Help disable email encryption

One user in my organization is only able to send encrypted emails only and the user wants to disable it. As an office 365 admin, I am not able to find option to disable encryption. I know the encryption is not set from client side as I checked all the options from O365 outlook side. I know user was having Azure Information Protection Premium P1 license. I removed the license. and still user is only able to send encrypted messages. I am not sure if its with AIP settings. Can you please help disabling the encryption for the user?

    Thank you for posting in Microsoft Community forum.

    Based on the information you provided I understand you have a user who wants to disable encryption in their Outlook. Please correct me if I am wrong.

    Open Outlook > Tools> Trust Center> E-mail Security> Encrypted e-mail> uncheck Encrypt contents and attachments for outgoing messages check box> click OK. Now try to send emails and check if it helps.

    If you enabled the Encrypt button in Outlook on the web, disable it by running the Set-IRMConfiguration cmdlet with the SimplifiedClientAccessEnabled parameter. Connect to Exchange Online PowerShell and run Set-IRMConfiguration -SimplifiedClientAccessEnabled $false.
