Outlook Client - Can't Switch to HTML

When replying to or forwarding Plain Text messages in the Outlook client, I no longer have the option to switch to HTML or Rich Text. There is no button to switch formats on either the Message tab or Format Text tab. All format options are grayed out.

I'm using the Outlook desktop client version 2208 (Build 15601.20148 Click to Run) from the Microsoft 365 Apps for enterprise subscription product on a Windows 10 machine. I did a quick web search and found nothing on this issue.

Any help appreciated!

    Good day!

    Thank you for posting to Microsoft Community. We are happy to help you.

    Normally the steps are as follow

    1. In the message, click Reply, Reply All, or Forward.
    2. If you’re working in the Reading Pane, click Pop Out.
      Note: If you aren’t working in the Reading Pane, you don’t need to do this.
    3. In the message window, click Format Text > HTML.

    For reference. Change the message format to HTML, Rich Text Format, or plain text (microsoft.com)

    If there is still no difference, please double check this situation when switching between the new outlook and the legacy outlook on the top right.

    Assuming that this situation persists, based on your outlook version, please check if you face the same situation when using the latest update

    Thanks so much for your reply! I'm not working in the reading pane, though. The message was popped out in its own window.

    That said, I found where message formatting has moved to. It's now under the ellipse (the three dots) at the upper right of the tool bar under the Format Text tab in my version of Outlook.
