Hello M.U.F.C,

Good day! Thank you for posting to Microsoft Community. We are happy to assist you.

Based on your description, I understand that your issue is that a user can not send an invitation to an external recipient, getting NDR error:5.7.703 Your message can’t be delivered because one or more recipients are blocked by your organization’s tenant recipient block policy.

The NDR error5.7.703 is always generated when one or more recipient of the emails are blocked by the organization’s tenant block list. If you want to remove the recipient from the block list, please refer to the steps below:

  1. In the Microsoft 365 Defender portal at https://security.microsoft.com, go to Policies & rules > Threat Policies > Rules section > Tenant Allow/Block Lists. Or, to go directly to the Tenant Allow/Block List page, use https://security.microsoft.com/tenantAllowBlockList.
  2. On the Tenant Allow/Block List page, verify that the Domains & addresses tab is selected.
  3. Check the rules which blocked your recipient. Select it and click Delete
