Based on your description, it seems to be that you have concern about the recovery of your account wherein you are getting an error message when using the text message for the verification. There are number of possible reasons why you are getting this type of error message during verification process. Let’s work together in finding the best solution to this issue.
I've tried to communicate with our internal team about this matter and there was no reported cases about this problem on the Microsoft Accounts. And upon further checking on the service portal on Microsoft website, we didn't found any reported issues regarding with the verification of Microsoft Accounts. Everything was up and running.

However, in order for us to better isolate the problem, I would ike to ask a few things.
- What specific email address you are having issues with? Just provide us the domain if it is on @outlook.com, @hotmail.com, @live.com, @msn.com or something else?
- Do you have other option in verifying your account aside from your phone number? If you do have other option to get the verification like an alternate email address please try to test and see if it has the same behavior.
- When did the problem started?
