How can I fix this: Connection refused(Socket error code 10061)?

Hello :)

I have received the following error messages:

This one when I tried to send to myself an email , just to make sure my email box was working.... well, apparently is doesn't work well:

10/28/2022 1:36:31 PM - Server at AS8PR10MB7548.EURPRD10.PROD.OUTLOOK.COM returned '550 5.4.316 Message expired, connection refused(Socket error code 10061)'
10/28/2022 1:26:18 PM - Server at homail.fr (149.202.207.222) returned '450 4.4.316 Connection refused [Message=Socket error code 10061] [LastAttemptedServerName=homail.fr] [LastAttemptedIP=149.202.207.222:25] AM7EUR03FT062.eop-EUR03.prod.protection.outlook.com'

and one of my clients received this message when she tried to send me an email:

550 5.7.1 Unfortunately, messages from [178.32.106.88] weren't sent. Please
    contact your Internet service provider since part of their network is on
    our block list (S3150). You can also refer your provider to
    http://mail.live.com/mail/troubleshooting.aspx#errors.
    [VE1EUR01FT106.eop-EUR01.prod.protection.outlook.com] (in reply to MAIL
    FROM command)

Is there an easy way to fix this? I don't understand much about IT so please speak to me as if I was 5 ;) I'm a bit desperate as I use this email box for my job...
