Using Classic Outlook on Windows for personal email, calendar, and contact management

Based on your description, initially please refer this official document Can't send or receive email and Metered Connection Warning is triggered - Outlook | Microsoft Learn., there are some methods provided in this official article.
Note: If you are using Outlook 365 or Outlook 2016 and if you are performing registry key steps, please take a backup of registry key for data loss prevention. Also, if you cannot perform registry key steps from your side, you may need to contact IT admin in your organization to perform certain action from their side.
On the other side, if you are using Windows 10 or 11 OS, please double check if "Metered Connection" option is disabled under the Windows Settings option. To double check or disable this option,
- Open Windows 10 / 11 Settings option (Press Win+I to open Windows Settings).
- Click on Network & Internet on the left side
- Click on your Networks Properties on the right side
- Turn off the button against Metered Connection
- The Metered Connection warning should be disappeared on Outlook application.
