Using Classic Outlook on Windows for personal email, calendar, and contact management

Check the outgoing server settings - in Outlook 2016 and newer, Go to File > Account Settings > Server Settings. Expand Outgoing mail section. Is your port number correct? (Most servers use 465 or 587). Is "My outgoing (SMTP) server requires authentication" checked?
Please if you have Imap account as you confirm please check and Try port 587 and STARTTLS or SSL

TLS/SSL required Yes (Select STARTTLS or TLS if available. If not, select SSL.)
Outlook has a STARTTLS option, so choose it with port 587. Make sure "My outgoing (SMTP) server requires authentication" is checked.
Let me know the result if the issue still persist for the next steps of the troubleshoot
