Can I permanently change the format to all emails, (send, receive, reply, reply all, forward), to HTML? If so, how?

Normally HTML is the default message format in Outlook.
If in your situation you are using a different email format, please follow these steps to change the format of all message you compose ( new email, replies, forwards)
- On the File tab, choose Options > Mail.
- Under Compose messages, in the Compose messages in this format list, click HTML, Plain Text, or Rich Text.
For you reference Change the message format to HTML, Rich Text Format, or plain text (microsoft.com)
Regarding the received emails, it first depends on the format used by your sender as different senders may use different messages format.
From your side please check this setting
- On File< Options< Trust Center< Trust Center Settings< Email Security.
- Under Read as Plain Text group ensure to the option Read all standard mail in plain text is unchecked.
