The option you show is sending the current email as an attachment. I would like to send a new email and include a different email as an attachment.

How do I attach an email from outlook as an attachment in another email? It only gives me an option to attach a file. Am I really expected to save the email to my pc and then attach it?

In Outlook desktop, click on the 3 dots to the right of the Reply / Forward buttons in an open message then use Forward as Attachment. See screenshot below.
