    Are you using Outlook 365 desktop client or Outlook Web App?

    Which Outlook 365 client version are you using? If you are using Outlook Web App then won't get pop-up menu. However, calendar invite will send to only added or deleted attendees.

    Good day!

    if you are using outlook desktop and if you want update the calendar to invite you have to option:

    -Send update only to added or deleted attendees or

    -send updates to all attendees

    In your case first makes sure Turn on shared calendar improvements. How to enable and disable the Outlook calendar sharing updates - Microsoft Support

    After that add the people to a calendar invite in send update to addentees only choose "Send update only to added or deleted attendees"

    Then the update will be send only to the people you have added.
