Your issue appears to be a mix-up between two different platforms. The extra storage you've purchased is from Google, but you're referring to issues with your Hotmail (Outlook) account.
Google storage purchased through Google Play will only increase your storage for Google services, such as Gmail, Google Drive, and Google Photos. It does not affect the storage of your Hotmail account, which is managed by Microsoft, not Google.
If you're having issues with your Hotmail storage:
Delete Unnecessary Emails: Clear out any old or unneeded emails. Don't forget to check your Sent folder and Deleted Items.
Empty Trash: After deleting emails, make sure to empty the trash/deleted items folder as emails in this folder still count towards your storage quota.
Purchase More Storage: If cleaning out your email does not free up enough space, you may need to purchase more storage from Microsoft, not Google. You can do this by upgrading your Outlook.com account to Outlook.com Premium or by purchasing an Office 365 subscription.
