I’ve been hacked and can’t change password

I’ve been hacked and can’t change password due to some 30 day rule . I don’t have the old phone number anymore . I think I changed it and the hacker still just got in tonight . I need help ! I’ve been dealing with this all week and the IP address I keep reporting ( from Russia I’m in Canada ) . It’s same Ip address showing each time . I can’t go any further with changing my settings and this is for my Hotmail email account

    Thank you for your response.

    Sadly I’m unable to see the activity that’ may be happening because I am under that 30 days and don’t have the phone number updated . I’ve been non stop trying to find ways to get a round the account in case I missed something . So looks like nothing can be done which is upsetting.

    Can you tell me why when I get the “ unusual sign in activity “ email with the login IP address and location daily to who is doing this and I keep reporting it’s not me but yet that IP address still is able to log in ? What’s the sense of reporting it if it’s not being blocked ?

    This is beyond frustrating.

    Unfortunately, in this community, we don't have access to your account. There could be several reasons.

    May the hacker has already gained access to your account and has changed your security settings so that they can continue to access your account even after you change your password.

    May the hacker has access to your email account and is deleting the “unusual sign-in activity” emails before you can see them and report you as unsual activity or hacker.

    You can try to fill up recovery form it might be helpful.
