Sorry to hear about your problem, but I have to say that the only way to recover the account is through the automated form you appeared to have tried. There is no other way. You could submit the form up to twice daily until you succeed. Below is Microsoft’s guidance for using the form;

I can understand that this may be disappointing, but it is the only answer there is, I am sorry.
