I do not know if you know this, but here in this Microsoft answers community, you are dealing with users like you (and me), there is a limit to what we can do, but we will advise you and tell you the honest truth.
You cannot get pass it.
I am sorry there is no other way to gain access without using the form (https://account.live.com/acsr). If you contact Microsoft support, they too have no choice but to send you to the form first.
I understand just how frustrating this situation can be. I want you to know that I have been there, and I get how tough it is when something you rely on suddenly becomes inaccessible.
So, kindly take no offence to this advice asking you to you use the form (https://account.live.com/acsr), and if you have used it before, please walk away from it and give it a try later on.
Kindly, continue to give the form a try until you finally gain back access to your account.
If not, the other option is creating a new email address, which is not the solution to the problem itself.
I apologise for not being able to assist more than the above I have stated, but there are many knowledgeable users active on the forum. If there is any new way to gain back access to your account without the form, they will share it with us, and offer further insight for us both to learn from.
