If you purchased your Office 365 from Microsoft, Kindly see steps below to guide you in downloading and installing Office license from your Microsoft 365 subscription as Outlook is one of the applications included, find steps below for guidance:

Go to www.office.com and if you're not already signed in, select Sign in > From the Office home page select Install Office.
Select Install (or depending on your version, Install Office>).
This completes the download of Office to your device. You can now proceed to install Office 365.
After installation, sign into any Office app with your Microsoft account to activate Office.
