How to create an Enterprise/Organizational Calendar

My organization needs a long range calendar.

-We all are on MS 365 and use Outlook primarily.

-The calendar would be owned by the organization (not an individual).

-We have organizational groups; so could permission the calendar (edit, read-only, etc)

-Editors could create events on that calendar and send them to all members of the organization, or leave them there for org members to copy onto their own calendar.

I've tried using a shared calendar but then I end up owning it. Can Admins create an Organizational Calendar for the Agency?

    I've read your query description carefully and you create an organizational calendar by adding a calendar under Public Folders.

    The idea is creating a public folder hierarchy and creating a new public folder as a Calendar. Then you can assign permissions to users and set your default permissions as read-only and set very specific permissions whoever needs to create new items or make changes on that calendar:

    1. Access Exchange admin center as Microsoft 365 or Exchange admin and navigate to Public folders > Public folder mailboxes, and then click New+
    2. In Public Folder Mailbox, provide a name for the public folder mailbox and Click Save.
    3. Click Public Folders at the top of the menu and click the plus button to create a new folder then give the root folder a name.

    1. Then you can assign appropriate permissions to this root folder. We recommend you to allow Administrators to be an owner of this folder and keep the rest as default. Then normal users cannot create new public folders, it will have to be done by an administrators.
    2. Click "Folder Permissions" on that Public folder.

    1. Then add all your administrator account and grant as Owner permissions.
    2. It may take a few hours for the public folders to be provisioned in Outlook. Then you can open your Outlook desktop client and right Click on this root public folder and click New Folder to create a Shared Calendar folder.

    1. Right click on the newly created folder and click Properties. Then set permissions to determine who will have access to view and modify the calendar in the folder. Default refers to authenticated users within your company.
    2. Every user in your organization will need to add this calendar folder to their Outlook favorites so that they can see the public folder calendar on their Outlook.
