Emails sent but not delivered to recipient

For several weeks now I've been having trouble getting emails delivered from my Hotmail email address. It's intermittent so sometimes emails are received. Doesn't appear to matter what the recipients email address is. Happens with yahoo, gmail, shaw and outlook emails. Happens whether I use my phone or my laptop, whether I use webmail or the outlook app. Also happens connected to wifi, ethernet or cell phone data. Any ideas? It's showing in my sent folder so I have no way of knowing which emails are delivered unless I call the customer on the phone to ask them. The majority are not being delivered. Extremely frustrating. I was told by microsoft support to perform a reputation check 5-6 times in 24 hours but that hasn't seemed to help at all.

    From the description you have provided you're experiencing issues with sending emails using your Hotmail.com address. It appears the emails get sent as they show up in the sent folder, but the recipient randomly does not receive the email.

    One possible reason for this issue could be that your email address has been flagged as spam by the recipient's email provider. This can happen if your email address has been used to send a large number of emails that were marked as spam by recipients. So, let's work together as a team to get the root cause of this issue. But to better assist you I need to ask:

    1. Do you get a bounce message when the emails don't get to the recipient? A bounce message is a notification that is automatically sent to the sender if an email is not delivered to the recipient for various reasons.
    2. When did you start experiencing this issue? An exact date of when this issue occurred could prove helpful. If not possible an estimate in days, weeks or months will be fine too.
    3. Are you getting all green checkmarks when visiting the following website on any of your devices used to send the email?

    1. If you sent an email to these recipients in plain text only do the emails consistently get through?

    We are sending email but our customers are not receiving them. We are not on their white list, the emails show delivered, but they do not receive them. SPF/DKIM/DMARC all should be valid, we had them checked. We are not bulk emailing or spamming.

    Separate issue but probably related - when sending to iCloud, some emails go through and some get kicked back saying failed - Error: ‎554 5.7.1 [CS01] Message rejected due to local policy. Please visit https://support.apple.com/en-us/HT204137

    Thank you for your reply.

    1. No bounce message is received.
    2. I think about 3 weeks ago but I have no way of knowing exactly when it started. Only way I knew it was happening was that I had multiple clients ask me why I had not replied yet, when in fact I had already replied days before.
    3. Yes, all green checkmarks.
    4. No, still doesn't go through. I just tried sending plain text to my personal email. It's not in my junk folder either.

    Thanks so much for your help! Sure hope we can fix this, its been extremely frustrating to get any work done.

    At this point you need to start a service ticket with our Outlook.com in-app support team because this issue of yours deals with the inner workings of the Outook.com or Hotmail.com service. To contact this team, please follow these instructions:

    1. Click on the Help option (A) and then he Help option with a red question (B).

    ..

    1. On the right side of the page help section will pop-up. In it will be search box. Please type feedback in the box and press enter.

    ..

    1. After pressing enter a bunch of results will be presented. Ignore those. Click instead on the on the "Yes" button at the bottom.

    ..

    1. And you will get the window below. Please click the option highlighted in the photo in red to get a specialist from our Outlook.com in-app support team.

    Thanks for the additional information, Sunview Windows and Doors.

    If you accessed your Hotmail.com account using a web browser and send yourself an email, do you get that email?

    Also, what are you using to send and receive emails? Are you using an email client or application like Outlook where your email account was added to? Or are you just using your favorite web browser and logging in to your email account?

    Finally, have you tried logging in to your email account using a web browser on a different device than the one you are using right now and see if the same issue occurs?
