The issue was eventually solved, my Outlook data files cache on my computer somehow created multiple copies of itself (shown below).
The issue was resolved by going into Outlook account settings and disabling the use of cached data.

Hello,
The Outlook issue I am having seems to be tied to my account.
Reinstalling Outlook, using Outlook on the Web and Outlook on a cell device all have the same issues.
I have exhausted all recommendations for trouble shooting through MS Outlooks support website.
Please help, Outlook is not showing new emails received.

Connor Markart, Go to the word "Filter" on the right side of your email screen. Click it. On the drop-down menu, see the word "Sort". Click that. See a drop-down menu that includes "Date". Check that option, and you will see your inbox formatted correctly with your incoming emails.
