Server 2022 normal CALS vs RDS CAL

We have a server 2022 server that will purely be used to host session based virtual desktops. We need RDS CALS but do we also need normal server CALS?

    Thank you for your question and reaching out. I can understand you are having query related to RDS Licensing.

    A license that grants users access to Windows Server is known as a Windows Server CAL. To enable Users and/or Devices to access and use the services of that server OS, CALs are used in conjunction with Microsoft Windows Server OS licenses:
    • A single user may access Windows Server from an infinite number of devices thanks to user CALs.
    • Windows Server can be accessed by an unlimited number of users from a single device thanks to device CALs.

    RDS CALs, which also exist in Per Device and Per User varieties and are distinct from the CALs mentioned above, are necessary for users or devices who wish to access the Remote Desktop Service feature on Windows Server.

    Thanks Patrick, one part in there may suggest that if the users have a e3/e5 license then this may be enough, would they then not need CALS or RDS CALS?

    I have still not seen or found a clear statement on that allows me to confirm if the normal Server CALS are required in addition to RDS Cals when our users our only accessing the server for RDS.
