I have saved SO much time by no longer bothering to report them and just deleting them! Now I have more time to pee into fans, which is far more productive!

I'm using Outlook.live and I get upwards of 50 phishing emails a day. I report them all... every day. This has been going on for years. I get the same type and look of email even though the sender address constantly changes. Most are just a few block sentences, centered, no frills, that says Congratulations you won..., Click here for your prize..., Click here for this... Click here for that...
Blocking senders is a waste of time. They are always different. I thought Microsoft would be able to block based on content but I'm getting the same stuff over and over... Same stuff I've reported as phishing for years so it doesn't appear that the hundreds of thousands of emails I've reported are being looked at by anyone.
Is there no filtering on Microsoft's side? If there is, why is it not working... if not why report the phishing emails??

I find that reporting option almost useless. Most of the time they disagree with me when I tell them it is spam/phishing, their verdict is often the opposite. Nope, sorry it ain't phishing/spam, don't care what you think it is... our decision is final. I stop reporting those crap. Delete is faster.
And that flaw is that they don’t care enough to make it more robust and protect their users. They don’t even care that fraudulent emails supposedly from Microsoft itself regularly show up in my email.
Ditto. My Hotmail email is close to 30 years old. I'm quite surprised that no one has been able to figure out how to stop the spam emails from coming through.
I will be passing this issue to another advisor for further troubleshooting. I am confident they will be able to get to the bottom of this and assist you in resolving the problem you are facing.
