How do I report an Outlook account as stolen/hacked

Hello,

I have not been able to log into my Outlook email for a couple of months now when I lost access to the account I did not know what my password was and a message suddenly appeared telling me to re-enter my password. Since I had forgotten what the password was I just tried the ones I used to use, none of them worked and eventually, I tried to log in via the browser on a PC I still had the same problem and I could not reset it since I did not use the same phone number anymore. Still, I tried to recover my email by filling out a form for a week straight I was only contacted by an autonomous message from a robot telling me the information was insufficient. A couple of months have passed and I still can not log in to the account, when trying to recover it only a couple of days ago I realized that I could send an email to "fk*****@pretreer.com" which is not one of my emails. That leads me to believe that my account may have been stolen. It would be nice to gain access to the email but at this point I want it shut down so that the hacker can't get any more information. Now in hindsight, I realize that the email was probably hacked back when I got the retype password box in my Outlook app a couple of months ago.

is it possible for me to get in contact with someone at Microsoft and explain that the account has been stolen

As also addressed in the referenced Microsoft video, in order to contact Microsoft about an account, you first need to be able to access the account which in this case is not possible making it a catch'22

    First, just so there is no misunderstanding, this is a public user-to-user support forum. We're users helping other users. We do not work for Microsoft and have no access to any user account so there is nothing we can do or check from within the forum. We have no input on Microsoft's policies, procedures, or design decisions.

    Only an account owner can initiate an account closure and that requires being able to access the account. Microsoft cannot do that for you,

    With that said, since you have already indicated that using the Microsoft Account Recovery form has not proven successful, the only suggestion that anyone in the forum can make is to follow the guidance in the following Microsoft article

    If that still proves to be unsuccessful, the account is unfortunately, effectively lost. There are no alternate procedures that anyone in the forum can provide - sorry. Cannot provide a solution that does not exist,

    Lastly, there is also no point in trying to contact Microsoft Support for an account you cannot access as explicitly stated at the 2m 8sec mark in the following Microsoft video

    Hi Karl,

    Thank you for the response, is it possible for me to get in contact with someone at Microsoft and explain that the account has been stolen which can be seen clearly since the recovery email is one of those temporary emails that would not have been used by anybody as a recovery email except a hacker?
